About The Role

In the Adult Social Care Commissioning Service we have a set of well-developed Commissioning Strategies and we have clear priorities for our teams.  However, this offers an exciting opportunity for a Home Care Commissioner to join our team, and to add their stamp and ideas to further define and shape how we deliver these plans.  Our Dorset Care Framework 2 (DCF2) and our approach to fee setting via a Fair Cost of Care approach have been key factors in stabilising the local home care market over the past 12 months.  This gives a great opportunity for an experienced Commissioner to take forward the next phases of work to build on the positive relationships we have with the local market and further shape services to meet Dorset resident’s needs.  More information can be found in our commissioning strategies;  A Better Life: Adult social care and housing plan - Dorset Council

If you are keen to learn and develop your skills – working within the Dorset Commissioning Team is the place for you!  Alongside our extensive corporate in-house learning and development offer, we have exciting plans in train to develop a bespoke training programme for Commissioners, supported by independent experts to grow and develop our commercial expertise and commissioning skills.  We hope to include subject matter mentoring and coaching approaches linked to our commissioning cycle and programme of work.

You’ll be welcomed to Dorset by a wider team of like-minded Commissioners, passionate about making a difference to services in Dorset, and trying new ways of doing so.  Commissioners are aligned to specific market areas, such as Care Homes, Reablement and Hospital Pathways, Digital and Technology solutions but there are clearly links across markets so collaboration across markets is key to our approach.  We also have a good links with our local Dorset Care Provider Association with whom we work closely to engage and communicate with the local market.

As Commissioning Manager for Home Care, you’ll be central to continuing to develop and implement exciting new initiatives set out in our Commissioning Strategy for Older People in Dorset.  You will build on the successes of our Home First Accelerator Programme and DCF2 to take our commissioning plans to the next phase.  Working creatively, and in partnership with local providers, Operational colleagues and other System Partners, to ensure high quality care and support is available to meet Dorset’s needs.

You’ll also lead the commissioning aspects of care and support for our Extra Care Services.  In Dorset we have recently embarked on an ambitious new Extra Care Strategy, that will see the development of four new Extra Care sites.  You will be a key stakeholder in the programme, working closely with Council Housing colleagues, Registered Providers and the Care and Support Provider to ensure the sites are developed in Partnership and fit for the future population needs.   In addition, we are in the midst of re-commissioning care and support for existing extra care sites that will enable service development to take place – for which you will be central to.   

You must have prior experience of working in a commissioning function, within Older Person’s community based services.

 You'll be dynamic and hard working with a passion for making a difference and be able to think creatively to innovate local services.  You'll be able to work with conflicting demands, priorities and timescales, having a eye for detail and being able to quickly grasp the context of which you are you are working within.

You will understand the principles of Fair Cost of Care, be commercially minded and be able to demonstrate good business acumen. 

A key skill required is an ability to develop positive working relationships, through excellent communication, with a wide range of stakeholders across the health and social care landscape.

Planned interview date is Tuesday 13th August; interview will take the form of a delivery of a presentation and formal interview panel questions

Within the Commissioning Service we work in a hybrid approach, with the majority of time spent working at home.  However, our centre of duty is County Hall in Dorchester and you can expect to be required on site / attending face to face meetings approx. 2-3 days per month.  On occasion this may be more frequent but will be led by the business needs we are working to deliver and address.  Attendance may also be required at provider premises and other Council offices across the county. 

This is a full time role at 37 hours per week.

This post requires significant travel. You must have a vehicle (or transport we deem suitable) available for use as needed.
