About the role

Lead complex estate management, strengthen professional practice, and help shape a modern, data driven public estate. 

Dorset Council is transforming how it manages its land and property. Through the Strategic Asset Management Plan (SAMP) 2024-2030, we are moving towards a more proactive, insight led and place making focused approach to estate management.  

The Lead Estate Surveyor plays a pivotal role in delivering this ambition, bringing senior professional expertise to a large, complex and diverse estate.

Why this role? 

This is a high influence leadership role combining professional surveying responsibilities, service improvement, data governance and commercial decision making. You’ll lead on challenging cases, advise senior leaders, and ensure that landlord tenant relationships, income, asset performance and compliance are all managed to the highest standard. 

What you’ll lead and deliver

Senior professional estate management, including complex landlord–tenant matters, rent reviews, lease renewals, valuations, acquisitions, lettings and dispute resolution. 

Improvement of income and asset performance, identifying opportunities to enhance yields, repurpose assets or generate new revenue. 

Data quality and governance, ensuring accurate asset records, valuation data and compliance information are maintained within the corporate property database. 

Contract and performance management, overseeing third party consultants and managing SLAs to secure high quality service delivery and value for money. 

These core areas combine strategic leadership with hands on professional practice — ideal for someone who wants to shape both day to day work and long term service development.

About you 

You bring substantial estate management experience, strong commercial judgement and the ability to lead improvement across systems, workflows and professional practice. 

You are:

  • Skilled in complex landlord–tenant matters and commercial negotiations
  • Confident managing consultants, contractors and external advisers
  • Analytical, data-aware and committed to accuracy
  • A strong communicator, able to influence at senior levels
  • A proactive leader who drives high standards and solves problems with confidence
  • MRICS is desirable but not essential.

Relocation expenses package

A generous relocation package is payable, of which up to £8,000 (of HMRC eligible elements) are free of tax. We can offer you help to move whether you are looking to buy or rent, depending on your circumstances. 

Our package includes:

  • an initial advance of up to £2,500 payable when you start
  • help towards fees associated with buying/selling (up to £6,500)
  • an option to receive help towards your rent or mortgage in the first two years

Key skills recruitment and retention payment

This role is included within Dorset Council’s key skills recruitment and retention scheme, which may offer a one-off payment of between £1,500 and £2,000, pro rata for part time hours, subject to an approved business case.

The payment is designed to support recruitment to posts where there is a recognised skills shortage and risk to service delivery if the role remains hard to fill.

The payment is made after successful completion of 24 months’ continuous service in the post and is subject to tax and national insurance, and is non-pensionable.

The scheme applies to this permanent vacancy only and eligibility is assessed in line with the council’s policy, with the full terms confirmed in the offer letter.
