Drive data-led estate management. 

Strengthen processes, modernise workflows, and deliver high quality landlord–tenant services across a diverse public estate. 

Dorset Council’s Assets & Property service is transforming how it manages its estate. Through the Strategic Asset Management Plan (SAMP) 2024–2030, we are building a smarter, more agile and insight driven property function that supports excellent service delivery, strong governance and long term sustainability.  

The Estate Management team plays a central role in achieving this, balancing professional surveying practice, landlord tenant activity, and high quality operational processes.

Why this role? 

As an Estate Manager, you’ll combine professional estate surveying responsibilities with data, workflow and contract management, making you the engine behind a well run, compliant and efficient estate service. 

You’ll support colleagues, tenants and decisionmakers by ensuring the right data, the right processes and the right professional landlord activity come together seamlessly. 

What you’ll lead and deliver

Robust data management and reporting, including lease/licence event tracking, property record maintenance, KPI reporting and ongoing data audit/cleansing programmes. 

Streamlined operational processes, driving consistent case handling, enquiry management, FOI coordination and workflow improvements across the team. 

Professional estate surveyor activity, including inspections, rent reviews, service charges, lease negotiations, landlord consents, valuations, operational property transactions and oversight of tenant compliance with lease terms. 

Strong contract and performance management, ensuring outsourced managing agents deliver high quality, compliant services, supported by regular contract meetings, performance reviews and KPI evaluation. 

Accurate financial and governance reporting, including income monitoring, debt management, budget reporting, governance logs and support for the annual valuation programme. 

This role blends professional surveying capability with modern data enabled estate management, a critical combination for delivering a high performing service.

About you 

You bring a rare blend of estate management experience, analytical capability, and process improvement mindset. You are comfortable with both the surveying elements of the job and the data/process/accountability elements that sit alongside them. 

You are:

  • Confident managing landlord–tenant relationships and operational transactions
  • Skilled in interpreting and maintaining property data
  • Highly organised, accurate and consistent in managing workflows
  • A strong communicator and problem solver
  • Able to work at pace while maintaining quality and professionalism

Relocation expenses package

A generous relocation package is payable, of which up to £8,000 (of HMRC eligible elements) are free of tax. We can offer you help to move whether you are looking to buy or rent, depending on your circumstances. 

Our package includes:

  • an initial advance of up to £2,500 payable when you start
  • help towards fees associated with buying/selling (up to £6,500)
  • an option to receive help towards your rent or mortgage in the first two years

Key skills recruitment and retention payment

This role is included within Dorset Council’s key skills recruitment and retention scheme, which may offer a one-off payment of between £1,500 and £2,000, pro rata for part time hours, subject to an approved business case.

The payment is designed to support recruitment to posts where there is a recognised skills shortage and risk to service delivery if the role remains hard to fill.

The payment is made after successful completion of 24 months’ continuous service in the post and is subject to tax and national insurance, and is non-pensionable.

The scheme applies to this permanent vacancy only and eligibility is assessed in line with the council’s policy, with the full terms confirmed in the offer letter.
